Can heirs use the Mills Act on an inherited Alhambra home?
Only if the home is designated. Alhambra's Mills Act contracts require a 10-year work plan, and the contract stays with the property, so a buyer would take it over (California Courts Self-Help Guide). Heirs sometimes hear the Mills Act mentioned for older Alhambra houses. It only helps designated properties, it binds the owner to a decade of agreed work, and the next buyer inherits the contract, so treat it as a disclosure item rather than a selling point.
Will property tax go up if we keep the Alhambra house?
Only if the home was the parent's principal residence and becomes the child's principal residence. Then the value cap is the home's factored base year value plus $1,044,586 for transfers from 2/16/2025 to 2/15/2027 (State Board of Equalization), and market value above that cap is added to the taxable value. The claim is filed with the Los Angeles County Assessor.
What is specific to inherited homes in Alhambra?
Alhambra's 2025 preservation ordinance (Chapter 23.23) only reaches homes the City designates; for those, exterior projects need a Certificate of Appropriateness. (City of Alhambra, alhambraca.gov) Unlike Pomona or Los Angeles, Alhambra adds no municipal transfer tax; the county rate of $1.10 per $1,000 is the whole charge. (LA County Registrar-Recorder/County Clerk, lavote.gov)
How do you prepare an inherited Alhambra house for sale?
Sort belongings, hold a household sale if the rules allow, then fix what buyers notice. Keep a newly adopted historic preservation ordinance in mind (California Courts Self-Help Guide).

Questions
What do Alhambra owners ask?
- Is there tax when we sell?
- Gain is generally measured from the date-of-death value, not the original price (IRS Publication 551). Sidney Manzo, in real estate since 1990, documents value for your CPA. Talk with Sidney about your Alhambra home
- Must the trust be settled before listing?
- The trust document controls; many let trustees sell immediately (California Courts Self-Help Guide). Sidney, in real estate since 1990, works with trustees and their attorneys. Talk with Sidney about your Alhambra home
- Can a sibling buy out the others?
- A buyout works if everyone accepts the value and the buyer can fund it. Sidney, in real estate since 1990, supplies the value for the buyout. Talk with Sidney about your Alhambra home
- Is there a simpler route for a modest home?
- For the primary residence, deaths on or after April 1, 2025, a home up to $750,000 may pass by petition (Probate Code section 13151). This route is available only when no proceeding to administer the estate is being or has been conducted in California, or when the personal representative has consented in writing to this procedure (Probate Code section 13152(a)(5)).
