A smaller California residence with morning light — a next-home conversation, not a promised close

How do I downsize from my West Covina home?

Many West Covina owners bought during the city's postwar growth and now hold a house larger than they need, with a low tax base and a large gain. The plan turns on three things: the order of the moves, the Proposition 19 base-year transfer for owners 55 and older, and the federal home-sale exclusion. Sidney Manzo, in real estate since 1990, prices the house and sets the calendar.

Does Proposition 19 let me keep a low West Covina tax base?

Possibly. For owners 55 or older, Proposition 19 allows the taxable value of a primary residence to move with you to a replacement home in any California county, up to three times, when the replacement is purchased within two years of selling. If the new home costs more, part of the difference is added to the carried value. The County Assessor takes the claim. Rules as of October 15, 2026; a CPA or the Assessor confirms eligibility.

Will the federal exclusion cover a long-held gain?

It may cover part of it. IRS Topic 701 allows up to $250,000 of gain, or $500,000 for a married couple filing jointly, when you owned and used the home as your main residence for two of the five years before the sale. A West Covina house bought in the 1970s or earlier can carry more gain than that, so a CPA should run the numbers before you set a price floor.

What helps a long-held West Covina house sell?

A permit history from the City's Building Division that matches the additions. (westcovina.gov) For hillside homes, the fire-zone status on the City's adopted map. (westcovina.gov)
