Do heirs need city approval to repaint a historic South Pasadena home?
No. Painting and routine maintenance are exempt, but exterior alterations, new construction and demolition on listed homes need a Certificate of Appropriateness (California Courts Self-Help Guide). South Pasadena heirs whose home is on the Inventory of Historic Resources can repaint and maintain freely, but exterior alterations or demolition need a Certificate of Appropriateness from the Cultural Heritage Commission. Mills Act contracts are open to landmarks, homes in historic districts and California Register properties.
Will property tax go up if we keep the South Pasadena house?
If the home was the parent's principal residence and becomes the child's, the value cap is the factored base year value plus $1,044,586 (transfers 2/16/2025 to 2/15/2027); otherwise the home is reassessed (Cal. Const. art. XIII A, §2.1; Rev. & Tax. Code §63.2).
What local rules should South Pasadena heirs know?
South Pasadena replaced its preservation ordinance with Ordinance No. 2315, effective August 18, 2017, run by the Cultural Heritage Commission. (City of South Pasadena, southpasadenaca.gov) South Pasadena is not among the five LA County cities with their own transfer tax, so the deed carries just the county's $1.10 per $1,000. (LA County Registrar-Recorder/County Clerk, lavote.gov)
What does an inherited South Pasadena home need before listing?
A clean-out, light repairs and photos, not a remodel. Confirm whether a Certificate of Appropriateness applies before exterior work.

Questions
What do South Pasadena owners ask?
- Must the trust be settled before listing?
- Usually no; the trustee's authority under the trust is what matters (California Courts Self-Help Guide). Sidney, in real estate since 1990, works with trustees and their attorneys. Talk with Sidney about your South Pasadena home
- Fix it up or sell as-is?
- Light updates sometimes; major projects seldom earn back their cost. Sidney Manzo, who has worked in real estate since 1990, shows both kinds of recent sales. Talk with Sidney about your South Pasadena home
- What about a mortgage still on the home?
- Keep payments current; the payoff comes out of escrow. Sidney, in real estate since 1990, orders the payoff early in escrow. Talk with Sidney about your South Pasadena home
- Who decides how sale money is divided?
- The governing document sets shares; the trustee or executor distributes them (California Courts Self-Help Guide). Sidney, in real estate since 1990, gives every heir the same net sheet. Talk with Sidney about your South Pasadena home
- How do I find the value of the South Pasadena house?
