Neighborhood character
The City's history says West Covina incorporated in 1923 to keep the City of Covina from putting a sewage farm inside today's boundaries; the 507 residents were more interested in preventing that facility than in creating a city.
City Hall and the police facility were built in 1969 as the first phase of a Joint Powers Authority of the County and the City, which also completed a three-level parking structure. The complex includes the Los Angeles County Regional Library, the Citrus Municipal Court building and City offices.
During the postwar building boom, the history records, West Covina grew 1,000 percent between 1950 and 1960, from under 5,000 to more than 50,000 residents.
