The City's history says the first Redevelopment Agency project was the West Covina Fashion Plaza, an enclosed mall with three department stores and 150 shops. A 1991 renovation added a food court and the name The Plaza at West Covina, and a 100,000-square-foot wing with 50 stores opened in October 1993.
Agency projects elsewhere in the city included The Lakes office buildings, the Sportsplex project (The Heights Shopping Center and Big League Dreams Sports Park), two community shopping centers and the Auto Plaza.
