How is an as-is contract different?
The paperwork is standard; the difference is the seller's position on requests. You may still choose to grant a credit, but nothing obliges you to fix anything.
Which repairs are worth it before listing in Rosemead?
Few. A deep clean, cleared rooms, working smoke and carbon monoxide alarms and fresh photos usually matter more than projects that buyers would redo anyway.
What Rosemead rules and costs come up in an as-is sale?
Rosemead's Oak Tree Preservation chapter (Municipal Code 17.104) requires a City tree permit to remove or prune oaks 12 inches or more in diameter on public land and on private land that is vacant or being modified, and can require two replacement oaks for each one removed. (library.municode.com) LA County's recording fee list includes a $20 'Fee in Lieu of' a Preliminary Change of Ownership Report when a Rosemead deed is recorded without one, so escrow usually collects the form from the buyer. (lavote.gov) The LA County Registrar-Recorder lists the county documentary transfer tax at $1.10 per $1,000 of value, and Rosemead is not one of the five cities that add a city rate (Culver City, Los Angeles, Pomona, Redondo Beach and Santa Monica). (lavote.gov) Ask your escrow officer or a real estate attorney who pays the transfer tax under your purchase contract.
What if the house is vacant?
Keep it secured, insured and maintained during marketing; some cities also require registering long-vacant homes, as the local rules above note. A short pricing conversation before listing helps: compare two or three recent sales that needed work with two that were updated, and the gap shows roughly what buyers subtract for the project.
