Why is my assessed value so different from the market?
As of October 15, 2026, Proposition 13 allows a home's taxable value to rise by no more than 2% a year until it changes ownership or has new construction, per the State Board of Equalization. Many West Covina owners bought decades ago, so the Assessor's figure on the tax bill can sit far below a likely sale price. Neither is the price; recent sales are. This is general information, not tax advice; ask a CPA about your own bill.
Why can two nearby West Covina houses sell for different prices?
Because the parcels differ more than the streets suggest. Lot size and shape, the living area the City's records support, and the age of the roof, panel and sewer line on a postwar house all move the number, and a corner lot or a busy street changes which sales are comparable. A value review starts with recent sales of similar homes nearby, matched on those points. School assignment is set by address; confirm it with the district before describing it in marketing.
Do additions and the hills change the number?
They can. The City of West Covina's history records that the population grew from under 5,000 to more than 50,000 between 1950 and 1960, so many homes are postwar houses with later additions. Space the City's Building Division permitted is usually valued differently from a room that was never permitted. In the southern hills, buyers also weigh views, grade and the fire zone; zones are set by official maps, which the City adopted by ordinance in 2025, and the Natural Hazard Disclosure under Civil Code section 1103.2 reports a parcel's zone. Rules as of October 15, 2026; check the official source and ask a California attorney about your sale. See the City's Fire Hazard Severity Zones page.
What does a home value review look at?
A review compares recent nearby sales of similar homes, then adjusts for size, lot, grade, condition, updates and permitted work. It is a pricing opinion to help you plan, not an appraisal. Questions homeowners ask next
- Is my assessed value what my West Covina home is worth?
- No. As of October 15, 2026, Proposition 13 caps yearly increases in taxable value at 2% until a change in ownership or new construction, so a long-held West Covina home's figure on the County Assessor's roll often trails what buyers would pay by a wide margin. A likely sale price comes from recent comparable sales nearby, adjusted for size, lot and condition. This is general information, not tax advice; a CPA can review your own bill.
- What is the median price in West Covina?
- The West Covina city guide shows a dated citywide figure with its source and the MLS notice. A citywide median mixes flat tracts and hillside lots, and houses and condominiums, so it is context, not an appraisal and not the value of a particular house. Start instead with recent sales of homes like yours nearby, then adjust for lot, size, condition and permitted additions.
- How do I find out which school district my home is in?
- Check the address with the district. Both West Covina Unified and Covina-Valley Unified serve parts of the city, and the boundary does not follow ZIP Codes. School assignment is set by address, so confirm it with the district before stating it in marketing.
- Does a hillside fire zone lower my West Covina home's value?
- There is no single figure. Buyers weigh insurance, defensible space and the hazard disclosure along with views and lot size. Zones are set by official maps; the City of West Covina adopted its Fire Hazard Severity Zone map by ordinance in 2025, the Natural Hazard Disclosure under Civil Code section 1103.2 reports a parcel's zone, and Civil Code section 1102.19 in most cases calls for defensible space documentation at sale in a High or Very High zone. This is general information, not legal advice.
- How do I get a value for my specific West Covina home?
- Start with a free home review of your address. The review compares recent nearby sales of similar homes and adjusts for size, lot, grade, condition, updates and permitted work, then gives a pricing opinion you can plan around. It is not an appraisal and not a promised sale price. Share recent work, such as a roof, panel or sewer line, and anything a buyer would notice. A request does not create a listing agreement.
