Steps
What are the steps to sell a house in Duarte?
1. Market value
Use closed sales nearby, not online guesses, to anchor the asking price.
2. Records
Locate permit history and prior inspections, and note whether the lot could use the City's pre-approved ADU plans.
3. Agent choice
You may sell alone. If you hire help, a written listing agreement sets services, term and pay.
4. Launch
List on the MLS with professional photos, a clear description and showing hours that suit you.
5. Negotiation
Weigh each written offer on net proceeds, loan strength, contingency periods and close date.
6. Finish
Once contingencies are removed and the loan funds, title transfers and you are paid.

These are seller-side rates. The amount or rate of real estate commissions is not fixed by law. They are set by each broker individually and may be negotiable between the seller and broker. Your written agreement sets the final terms, and a higher tier is not a price promise.
Local rules
Which Duarte rules can affect a sale?
Transfer tax
On a Duarte sale, the deed carries only the County's documentary transfer tax: $1.10 for each $1,000 of value, per the LA County Registrar-Recorder. Buyer and seller can split it however the contract says. Source
Free foreclosure counseling
LA County's Department of Consumer and Business Affairs (DCBA) offers Duarte homeowners free one-on-one foreclosure prevention counseling at 800-593-8222, and the County's Homeowner Notification Program mails owners a copy of any notice of default recorded on their property. Source
Pre-approved ADU plans
The City of Duarte offers pre-approved ADU plans already reviewed by its Building and Safety Division; owners who use a standard plan without changes get faster design and permit review. Sidney Manzo, in real estate since 1990, pulls these records for Duarte sellers before the listing goes live. Source

What is selling in Duarte like?
Duarte is a small city. The Census Bureau counted 21,727 residents in 2020 on 6.71 square miles, in about 7,515 households, and about 61.0% of homes are owner-occupied. Duarte Unified runs elementary academies, Duarte High School and Mount Olive Innovation & Technology High School, and its directory includes Royal Oaks STEAM Academy. The City offers pre-approved ADU plans that speed design and permit review, which interests buyers who want a back unit for rental income or extra space. Buyers compare lot size, condition and potential for an extra unit, and pricing follows those factors more than any citywide average. A Duarte deed carries only the County transfer tax of $1.10 per $1,000; the city adds no rate of its own. The time savings apply only when a pre-approved plan is used without changes.

Preparation
How should I prepare a Duarte home for sale?
If the lot has room behind the house, note that Duarte offers pre-approved ADU plans already reviewed by Building and Safety; you do not need to build one, but pointing buyers to the program answers a common question. Gather permits for any existing back unit, additions or garage conversion. On older houses, especially those with original systems, a pre-listing inspection can flag roof, plumbing or electrical items before a buyer finds them. Then complete disclosures, clean, touch up paint and yard, and plan photos once repairs are done. Keep the records together so buyers can review them quickly during escrow.
Timing
How long does a Duarte sale take?
After an offer is accepted, escrow length is set by the contract's loan, appraisal and contingency periods. Buyers planning an ADU may use the inspection period to review the City's program. Prep usually takes a few weeks. Market time varies, and no one can promise how long a home will take to sell.
Planning
Does a specific plan govern my Duarte home?
It may. The City calls its General Plan the blueprint for how Duarte develops over the next 10 to 20 years, but much of the city is also covered by specific plans. The Zoning Map numbers 20 of them, from the Huntington Highland, Las Lomas and Westminster Gardens plans to Rancho Verde, Duarte Town Center, Duarte Station and the City of Hope Specific Plan. Once a specific plan is adopted, it governs all use and development inside its bounds, so its standards, not the base zone, set what an owner or buyer can build. The Duarte Station Specific Plan, adopted on December 10, 2013, allows up to 475 homes, office space, shops and a hotel on 19 acres next to the Duarte/City of Hope light rail station. Before you list, find out whether your parcel sits inside one of these plans and read its rules for additions and second units.
Housing
How much housing is Duarte planning for?
The City's housing page lists Duarte's draft share of the 2021-2029 Regional Housing Needs Assessment as 886 units, part of the 1,341,827 units the State assigned to the SCAG region. The figure is a planning target, not a building quota, but the City must zone enough realistic sites to meet it. For sites counted toward lower-income housing, Duarte falls under a default density of 30 units per acre, and 12 units per acre for moderate-income sites. In the prior cycle, the City's target was 337 units, and it issued building permits for 266 new homes from 2014 through 2019. Accessory dwelling units count toward these goals, which is one reason the City offers pre-approved ADU plans; to keep the faster review, the standard plans cannot be modified at all, even slightly.
Records
How do permits work in Duarte?
Planning is the first stop. A Duarte planner confirms a property's zoning, required setbacks and other code requirements, and minor approvals such as small residential additions and accessory buildings are typically processed quickly; for larger projects the City recommends a pre-application meeting. Building and safety plan check is provided under contract by Charles Abbott Associates, managed by the Community Development Director. Plan check fees are usually based on project valuation, and a first plan check takes one or two weeks in most cases. The City has no online portal for plan submittals and does not accept them by email, so plans go to the Community Development counter at City Hall, 1600 Huntington Drive, open Monday through Thursday from 7:30 a.m. to 6:00 p.m. and closed Fridays. For a seller, that means asking the counter early for the permit history on additions, patio rooms and any back unit.

Services
Who provides services and schools in Duarte?
Duarte is a general law city with a council and city manager, and it is a contract city: the Los Angeles County Sheriff's Temple Station provides police services and the Los Angeles County Fire Department provides fire services. The city and the Duarte Unified School District were formed on the same day, August 22, 1957, after residents led the push for incorporation. The district office is at 1620 Huntington Drive, per the California Department of Education. School assignment is set by address, so confirm it with the district before stating it in a listing.

What history and trails shape Duarte?
In 1841 the governor of Alta California granted nearly 7,000 acres to Andres Duarte, who named it Rancho Azusa de Duarte; later owners split much of it into 40-acre plots, and Duarte grew as a citrus community. The City dates City of Hope to 1913, when the Jewish Relief Association opened a tuberculosis sanitarium south of Duarte Road, and Santa Teresita to 1930. The volunteer-run Duarte Historical Museum is at 777 Encanto Parkway in Encanto Park. The Donald and Bernice Watson Recreation Trail, opened in 1977, runs 1.6 miles from Buena Vista Avenue to Royal Oaks Park at Vineyard Avenue on the old Pacific Electric right-of-way, and the Encanto Nature Walk follows the San Gabriel River from the Puente Largo Bridge. The City lists the Fish Canyon Falls trail as closed until further notice after fire and flood damage. Light rail service at the Duarte/City of Hope station began on March 5, 2016.
