## What are the steps to sell a house in Monterey Park?

1. ### Market value
Use closed sales nearby, not online guesses, to anchor the asking price.
2. ### Prep work
Decide which small fixes matter, and if you plan a moving-out yard sale, check the City's rules for it first.
3. ### Agreement
Read the written contract for scope, duration and fee before anything is marketed.
4. ### Marketing
Go live with photography, an accurate description and a showing schedule you control.
5. ### Terms
Read deposits, contingency removals and closing dates closely when bids arrive.
6. ### Wrap-up
Escrow closes when the buyer's funds arrive and the County records the new deed.

## Which Monterey Park rules can affect a sale?

Not legal or tax advice. Verified against official pages on October 13, 2026; your attorney or CPA can apply them to your case.

### Transfer tax

Monterey Park adds no city transfer tax. The LA County Registrar-Recorder charges $1.10 per $1,000 of value (55 cents per $500), and only Culver City, Los Angeles, Pomona, Redondo Beach and Santa Monica add their own city rate. ### Free foreclosure counseling

LA County's Department of Consumer and Business Affairs (DCBA) offers Monterey Park homeowners free one-on-one foreclosure prevention counseling at 800-593-8222, and the County's Homeowner Notification Program mails owners a copy of any notice of default recorded on their property. ### Moving-out yard sales

The City of Monterey Park allows two yard sales per address each calendar year, for two consecutive days from 8:00 AM to 6:00 PM, with a permit under Ordinance 1848; only your own personal goods can be sold. Before photos, Sidney Manzo (in real estate since 1990) confirms how these rules touch your Monterey Park lot. ## What is selling in Monterey Park like?

Monterey Park is a mid-sized city in Los Angeles County. The Census Bureau counted 61,096 residents in 2020 on 7.67 square miles, in about 20,646 households, and about 51.6% of homes are owner-occupied. Buyers compare lot, views, condition and updates. Long-held homes may need updating, which buyers factor in, and clear records help them move ahead with confidence. Monterey Park has no city transfer tax, so a sale carries the County rate of $1.10 per $1,000 only.

## How should I prepare a Monterey Park home for sale?

If you are clearing out a long-held home, the City allows two yard sales per address each calendar year, each for two consecutive days from 8:00 AM to 6:00 PM, with a permit under Ordinance 1848, and only your own goods may be sold. Plan sales before photos so rooms show well. Gather permits for additions and remodels, and on hillside lots note any retaining walls or drainage work. Order a pre-listing inspection on an older home so you know what buyers will find, then prepare disclosures, make repairs and schedule photos. Keep receipts for recent repairs and upgrades together for buyers to review.

## How long does a Monterey Park sale take?

After an offer is accepted, escrow length is set by the contract's loan, appraisal and contingency periods. Clearing out a long-held home can add several weeks before listing. Hillside homes may need extra inspection time. Market time varies, and no one can promise a sale date.

## Why do Monterey Park land use changes go to the ballot?

Monterey Park's Land Use Element has been put to the voters. The City Council adopted a 2040 Land Use Element on December 5, 2019, and sent it to the March 3, 2020 ballot as Measure II, which voters did not approve. A revised 2040 Land Use Element, adopted on June 17, 2020, went to the November 3, 2020 ballot as Measure JJ and was approved, implemented by Ordinance No. 2198. The City Clerk has also posted draft Resolution No. 2026-R64, adopting land use policy maps for a new HOME (Housing Overlay, Mixed Environments) designation, to be ratified by voters on November 3, 2026; check the City for the outcome. Beyond land use, the General Plan includes Circulation, Housing, Resource, Safety, Economic Development, Sustainable Community, Environmental Justice and Healthy Community elements. The State Department of Housing and Community Development approved the City's 2021-2029 Housing Element on March 30, 2023. For an owner, the voter-approved land use map is what sets the long-term use of a parcel.

## How do I find my Monterey Park zoning?

Use the City's interactive Zoning Map, searchable by address; the current map took effect on May 16, 2025. The Planning Division also publishes residential development guidelines for the R-1 zone and for the R-2 and R-3 zones. Under its Our City, Our Plan program, the City has been bringing the Zoning Code into line with the General Plan: new standards for a Mixed-Use designation, higher density and height limits in multifamily zones, and rezoning of specific properties. Zone Change 24-03, taken to the City Council on December 4, 2024, was prepared to make the Zoning Map consistent with the Land Use Policy Map in Figure LU-3, as Government Code section 65860 requires, for properties whose zone did not match their designation. If your parcel was among those changed, its zone today may allow more, or different, uses than when you bought it, which a buyer may weigh.

## What ADUs are allowed in Monterey Park?

Accessory dwelling units are allowed in all of Monterey Park's residential zones. An ADU may be attached, detached or converted from existing space; a junior ADU must be converted from within the main house, which includes an attached garage. A converted garage may be expanded by up to 150 square feet for entry and exit. How many ADUs and junior ADUs a lot can have depends on how many primary dwelling units it already has, and the City offers a lookup for that. To shorten design and permitting, the City runs a designer-owned pre-approved ADU program with plan sets that are roughly 70% complete for permitting; as of June 2026, four plan sets had been approved. For a seller, a permitted ADU with final sign-off adds documented space; one without permits belongs in the disclosures.

## Where are Monterey Park permit and flood records?

Permits run through the City's One Stop Building Permit Center. Its Citizen Access portal lets anyone track plan review and inspections and view building records from October 1997 to the present; older records can be viewed at the Building and Safety counter or requested through a public records request. The 2025 California Building Standards Code took effect on January 1, 2026, so new work is reviewed under it. On flood risk, the City's Engineering Division says Monterey Park is a map-rescinded community with no special flood hazard areas: the whole city is Zone X for flood insurance rating, under community number 065047, and it entered the regular phase of the National Flood Insurance Program on November 30, 1979. The City adds that larger floods and local drainage problems can still occur. A buyer's lender will still order its own flood determination.

## How did Monterey Park become a city?

Residents voted the city into being on May 29, 1916, by 455 to 33, after Pasadena, South Pasadena and Alhambra proposed a large sewage treatment plant in the area; the new board promptly outlawed sewage plants and took the name Monterey Park from an old government map that showed the oak-covered Monterey Hills. The first subdivision, Ramona Acres, was laid out in 1906 north of Garvey and east of Garfield Avenues, and in 1920 an area on the south edge broke away to become Montebello. In the 1920s, Peter N. Snyder planned Midwick View Estates as a garden community; its centerpiece, El Encanto, still stands at 700 El Mercado Avenue, and the stepped fountain below it survives as Heritage Falls Park, known as the Cascades. Garvey Ranch Park sits where Richard Garvey once dammed Garvey Lake. For buyers, these landmarks are neighborhood context; price still comes from comparable sales.

## What do Monterey Park sellers ask most?

**What is my Monterey Park home worth?**

Monterey Park pricing depends on recent nearby sales of similar homes, adjusted for size, lot, slope, views, condition and updates. A long-held home that needs updating is compared with similar sales, not with remodeled houses. Sidney Manzo, in real estate since 1990, reviews the comparables for your address and gives you an opinion of likely price; it is not an appraisal.

**Is it a good time to sell in Monterey Park?**

Base the decision on your plans. That citywide figure is not an appraisal and not the value of a particular home, and it describes sales already closed without predicting prices. Comparing your home with recent similar sales nearby gives a clearer picture.

**What do Monterey Park buyers look for?**

Buyers ask what the parcel's zone allows, since the current Zoning Map took effect on May 16, 2025 and Zone Change 24-03 brought some properties into line with the voter-approved land use map. They ask for permit records, which the City's Citizen Access portal shows from October 1997 on, and about flood insurance: the whole city is Zone X, though a lender still orders its own flood determination. **Can I hold a moving sale before I sell my Monterey Park house?**

Yes, with a permit. The City of Monterey Park allows two yard sales per address each calendar year, for two consecutive days each, from 8:00 AM to 6:00 PM, under Ordinance 1848, and only your own personal goods can be sold. Plan them early so the home is clear before photos. **Do I need a real estate agent to sell my home in Monterey Park?**

No. California allows owners to sell on their own. Representation begins only when you sign a written listing agreement that sets services, term and fee. A review of your Monterey Park home from Sidney creates no listing agreement. Many owners start there and choose a path later at their own pace.
