# How do I sell my house in Lincoln Heights, Los Angeles?

Pull the parcel's ZIMAS report first. It shows whether the HPOZ, the North Broadway design overlay, the Cornfield Arroyo Seco Specific Plan, or a hillside or fire-zone rule may apply. Then gather the permit record and the City's Residential Property Report, and price from nearby sales that match the lot, unit count and condition.

## How do I get a Lincoln Heights house ready to sell?

East of the Los Angeles River and south of the Arroyo Seco, Lincoln Heights is one of the City's older neighborhoods. The Northeast Los Angeles Community Plan, revised in 1999, places the oldest traces of urban development in Northeast Los Angeles here, dating from the 1870s. On the ground that means a Victorian cottage, a Craftsman bungalow and a later stucco duplex can share one block. North Broadway and North Main Street sit on a flat grid; the eastern and northeastern streets climb into hills; the western edge carries rail, light industry and the Golden State Freeway. The setting of your house drives most of what a buyer will ask.

1. ### Open the parcel on ZIMAS
Open the parcel on ZIMAS and note the zone plus any HPOZ, design overlay, specific plan, Hillside Area or fire-zone line that may apply.
2. ### Check EQ Zapp
Check EQ Zapp, the State hazard map, and order the natural hazard disclosure early; much of the flat ground is mapped for liquefaction.
3. ### Compare the LADBS permit record
Compare the LADBS permit record with today's rooms, porches, garages and any second unit on the lot.
4. ### Order the Residential Property Report
Order the Residential Property Report, or confirm with LADBS that your transfer is exempt.
5. ### Choose how far to prepare
A clean and clear, a short repair list, or full presentation, keeping HPOZ review in mind for anything exterior.
6. ### Price from comparable nearby sales
Price from comparable nearby sales that match a flat or hillside lot, the legal unit count, parking and condition.
7. ### List with me, review offers and close
List with me, review offers and close through escrow.

Proposed listing-side fees for the services above, not standard market rates. The amount or rate of real estate commissions is not fixed by law. They are set by each broker individually and may be negotiable between the seller and broker.

Seller costs usually include commission, escrow and title fees, County and City transfer tax (plus Measure ULA when the value conveyed exceeds $5,400,000), the RPR fee, any prep work, and any credits negotiated with the buyer. Each plan is listing-side pay, set in your written listing agreement.

## Which City map layers cover Lincoln Heights parcels?

They overlap, and not evenly. I queried the City's GeoHub map layers on November 5, 2026, for the Lincoln Heights Neighborhood Council area. The table summarizes the whole area; it is not a finding for any one address. The parcel's ZIMAS report decides.

| Layer | What the City's maps show for the area | What it can mean in a sale |
| --- | --- | --- |
| Lincoln Heights HPOZ | Roughly a tenth of the area, in the older residential blocks | Added review of exterior work where it applies |
| Lincoln Heights Community Design Overlay | The commercial corridors, led by North Broadway | Design standards for projects on frontage parcels |
| Cornfield Arroyo Seco Specific Plan | Part of the western side, toward the river | Plan-specific zones and standards for parcels inside it |
| Hillside Area (Baseline Hillside Ordinance) | Close to a third of the area, mostly the eastern hills | Floor-area limits by slope on single-family lots |
| Very High Fire Hazard Severity Zone | About a fifth of the area, nearly all in the northeast hills | Year-round brush clearance; disclosure; insurance questions |
| Red Flag No Parking (posted streets) | A posted segment on Paradise Drive | Towing on declared Red Flag Days |
| Liquefaction zone | About half the area, mostly the lower ground | Natural hazard disclosure; inspection and foundation questions |
| Landslide zone | Small pockets in the northeast hills | Disclosure; a geotechnical question for some buyers |
| Zoning | Public facilities and multi-family RD lots lead, with R1, open space, RE20, R3, commercial and manufacturing zones | What a buyer can build, and whether rent rules may come up |

## How does the Lincoln Heights HPOZ change a sale?

For parcels inside it, exterior work gets added City review. City Planning describes Lincoln Heights as one of the city's first residential suburbs, subdivided in 1873 and originally named East Los Angeles, and says the City Council adopted the HPOZ in 2004. Houses there include Victorian-era, Arts and Crafts and Period Revival styles. A new porch rail, window or fence may need sign-off under the district's Preservation Plan before you start.

That mainly shapes preparation and the buyer's plans after closing. Keep exterior prep simple, ask HPOZ staff before changing anything visible from the street, and tell buyers early. The HPOZ board meets at the Lincoln Heights Branch Library on Workman Street, which is Historic-Cultural Monument #261.

## What is the Lincoln Heights Community Design Overlay?

A set of design guidelines and standards for the commercial streets. City Planning's CDO text describes an area bounded by Avenue 28, the Golden State Freeway, Manitou Avenue and Workman Street, plus both sides of North Broadway east to Lincoln Park Avenue, and it names "Five Points," where Pasadena Avenue, Avenue 26 and Daly Street meet. If your property fronts one of those corridors, a buyer planning a storefront or mixed-use project will want to read the CDO before writing an offer.

## Is my property in the Cornfield Arroyo Seco Specific Plan?

Possibly, if it sits on the western side toward the river. The specific plan (Ordinance No. 182,617) sets its own zones and development standards for parcels inside its boundary, and it overlaps both the Downtown and Northeast Los Angeles community plans. Treat its rules as parcel-level: verify the parcel in ZIMAS and read the current plan text on City Planning's page before you describe what a buyer could build. Any exemption depends on the project and is never automatic.

## Is a Lincoln Heights house in a fire zone or a liquefaction zone?

It may be in either, depending on the street. Parts of Lincoln Heights, mostly in the hills on its northeast side, are mapped as a Very High Fire Hazard Severity Zone, but not every street is. Check the specific parcel on ZIMAS or the [CAL FIRE map](https://osfm.fire.ca.gov/what-we-do/community-wildfire-preparedness-and-mitigation/fire-hazard-severity-zones), and confirm with the natural hazard disclosure in escrow. Where the zone applies, LAFD requires clearance within 200 feet of structures and 10 feet of combustible fences and roadways, and it calls vegetation management a year-round responsibility. Some hillside streets have posted Red Flag No Parking signs; on declared Red Flag Days, cars parked there are towed. The City's layer shows a posted segment on Paradise Drive; check lafd.org/redflag before an open house or moving day.

The lower, flatter ground is a different question. City and State maps place about half the area in a liquefaction zone, and a few small landslide pockets in the northeast hills. Neither stops a sale; both belong in the natural hazard disclosure, and buyers often ask an inspector or engineer to look at the foundation.

## How do the river, rail and freeways affect a Lincoln Heights listing?

They shape access and the questions buyers ask. The Northeast Los Angeles Community Plan notes that most regional traffic bypasses the area, except along Mission Road and Valley Boulevard on the southern edge. The Golden State Freeway runs the western side, and Metro's A Line stops at Lincoln/Cypress on Avenue 26, with parking listed in Metro's timetable. Say the location plainly in the listing, including any rail, freeway or industrial neighbor, so buyers arrive already informed.

## What should a pre-listing inspection cover in Lincoln Heights?

City Planning describes Victorian-era and Arts and Crafts houses in the HPOZ, and many houses across the neighborhood are of a similar age, so a pre-listing inspection usually earns its cost. Ask the inspector about the foundation and any cripple walls, drainage, the electrical panel and wiring, the plumbing and sewer lateral, chimneys, porches and stairs. Then match the house against the LADBS permit record, because buyers will ask about rear units, enclosed porches and garage conversions added later.

The report shows what buyers will find. It does not decide what you must fix. You choose whether to repair, offer a credit, or disclose and price accordingly.

## What sets the price of a Lincoln Heights home?

Comparable nearby sales come first. Then come the adjustments that set the property apart: a flat lot or a hillside one, the number of legal units, off-street parking, outdoor space, condition, permitted versus unpermitted space, and whether an HPOZ, CDO or specific plan line applies. A duplex on an RD lot is weighed differently from a single-family Victorian in the HPOZ. My home value review is an opinion of value, not an appraisal.

Readiness drives timing more than the calendar does. Clearing brush, finishing the permit file and answering the hazard questions before you list lets buyers focus on the house itself.

## How much does it cost to sell a house in Lincoln Heights?

The main items are transfer taxes, the City report, escrow, title and commission. LA County's documentary transfer tax is $1.10 per $1,000 of the sale price. Lincoln Heights is in the City of Los Angeles, which adds its own transfer tax of $2.25 per $500, plus [Measure ULA](https://finance.lacity.gov/faq/measure-ula) of 4 percent on sales above $5,400,000 but less than $10,900,000 and 5.5 percent at or above $10,900,000 (the applicable ULA rate is calculated on the full gross value conveyed, not just the amount above the threshold); thresholds adjust each July 1. Your escrow officer shows how it and the county tax apply to your sale.

LADBS requires the seller of residential property in the City of Los Angeles to give the buyer a Residential Property Report before the sale or the close of escrow (LAMC Section 96.300; $70.85 per report as of November 5, 2026). The LADBS Form 9 application says no new report is needed for six months after one is issued, and it lists exceptions, including property exempt from the documentary transfer tax and the first sale of a home in a subdivision whose final map was recorded not more than two years earlier. Check your transfer with LADBS before ordering.

| Cost | Set by | Note |
| --- | --- | --- |
| County and City transfer taxes, Measure ULA | LA County and City of LA | Rules above, as of November 5, 2026; escrow calculates |
| Residential Property Report | LADBS | $70.85 per report as of November 5, 2026 |
| Natural hazard disclosure report | Third-party provider, often ordered through escrow | Pricing varies by provider |
| Escrow and title | Escrow and title companies | Quotes vary |
| Commission | Negotiated with your broker | See the line below |
| Brush clearance, prep and repairs | Vendors you choose | Depends on the lot and house |

The amount or rate of real estate commissions is not fixed by law. They are set by each broker individually and may be negotiable between the seller and broker.

**What's official and what's mine.** The rules, fees and tax rates above come from the City, County and State sources listed below. The home review, pricing advice and marketing plan are my own services as a licensed agent, not official figures or standard market rates.

## Selling in Lincoln Heights: your questions

**What is my Lincoln Heights home worth?**

It depends on comparable nearby sales and on what sets your property apart, such as the lot, the number of legal units, parking and condition. A home value review compares your house with those sales and gives you my opinion of value, not an appraisal.

**How long does it take to sell a house in Lincoln Heights?**

There is no fixed number of days. Price, condition, how complete the permit and disclosure file is, and the buyer's financing and contingencies all play a part. No timing is assured.

**Can I sell my Lincoln Heights house as-is?**

An as-is listing means you are offering the home in its current condition and are not agreeing in advance to make repairs. Buyers may still inspect the property and negotiate repairs, credits or other terms. An as-is sale does not eliminate applicable seller disclosure obligations under California law (Civil Code sections 1102, 1102.2 and 1103). Ask your real estate agent or a California attorney which disclosures apply to your property and circumstances.

**What should I fix before selling my Lincoln Heights home?**

Start with what inspectors and buyers notice first: required brush clearance, leaks, electrical hazards and anything blocking the path to the door. Larger projects make sense only when the house supports the cost, and exterior work in the HPOZ may need City sign-off first.

**When is a good time to list a house in Lincoln Heights?**

List when your file and the house are ready rather than on a fixed date. Gather permits and disclosures, finish any clearance, and fit the listing to your own move. Season matters less than readiness.

**Do I need permits or an inspection to sell a house in Lincoln Heights?**

The City requires a Residential Property Report for most residential sales, unless an exception applies. A home inspection is not required by the City, but buyers usually order one. Unpermitted work does not stop a sale, yet it should be disclosed and may affect the price.

**Does the Lincoln Heights HPOZ apply to my home?**

It may, if your parcel is inside its boundary. Inside an HPOZ, exterior changes go through added City review under the Preservation Plan. Verify your parcel on ZIMAS before you plan exterior work or describe the house.

## Lincoln Heights home selling questions

**Is Lincoln Heights part of the City of Los Angeles?**

Yes. Lincoln Heights is a City of Los Angeles neighborhood in the Northeast Los Angeles Community Plan area, and its Neighborhood Council was certified on April 27, 2002. City maps split the council area between Council Districts 1 and 14.

**Which ZIP codes cover Lincoln Heights?**

Most of the Neighborhood Council area is in 90031, with parts in 90033 and 90032 along its southern and eastern edges. The ZIP code does not decide which City rules apply; the parcel's ZIMAS report does.

**Is there a Metro station in Lincoln Heights?**

Yes. The A Line stops at Lincoln/Cypress station on Avenue 26, and Metro's timetable lists parking there. If your house is near it, say so in the listing.

**Is my Lincoln Heights house in a fire zone?**

Parts of Lincoln Heights, nearly all in the northeast hills, are mapped as a Very High Fire Hazard Severity Zone. Check your parcel on ZIMAS; inside the zone, LAFD expects brush cleared within 200 feet of structures all year.

**Which transfer taxes come out of a Lincoln Heights sale?**

The County documentary transfer tax and the City of Los Angeles transfer tax, plus Measure ULA above set price thresholds that adjust each July 1. Your escrow officer shows how it and the county tax apply to your sale.

**Is a home value review the same as an appraisal?**

No. A home value review is my opinion of value, drawn from comparable nearby sales and your property. Only a licensed appraiser issues an appraisal.
