# How do you sell a house in Glassell Park, Los Angeles?

Selling a house in Glassell Park begins with your parcel, not the listing photos. City designations here can differ from one lot to the next (the Mount Washington/Glassell Park Specific Plan, a design overlay, hillside construction rules and fire-zone mapping), so look up your address on ZIMAS first. Then assemble records, price the lot and the house together, and set the calendar around brush clearance and Red Flag parking.

## What are the steps to sell a Glassell Park home?

Glassell Park asks for a seller who prepares as carefully as a thoughtful buyer investigates. The neighborhood runs from flatter blocks near San Fernando Road and Eagle Rock Boulevard up into canyon streets with long views, and each setting raises its own questions: stairs, slope, parking, retaining walls and what the next owner may build. When those answers are ready before the first showing, the conversation can stay on the home itself.

1. ### Look up the parcel on ZIMAS
Look up the parcel on ZIMAS and save the zoning string, overlays and fire-zone result.
2. ### Gather the file
Permits, past inspection reports, insurance declarations and any brush clearance receipts.
3. ### Order the Residential Property Report
Order the Residential Property Report early, or confirm that a recent one can be reused.
4. ### Walk the approach as a buyer would
Parking, stairs, turning room, the view from the street.
5. ### Complete light prep
Clearance, safety items, paint where it truly helps, a clean lower level.
6. ### Agree on price from the lot and the house together
Agree on price from the lot and the house together, using recent nearby sales.
7. ### Schedule showings around fire-season parking rules
Schedule showings around fire-season parking rules, then review offers and coordinate escrow.

## Which listing-side fees apply in Glassell Park?

- 2.5% Essential
- 3% Full Service
- 3.5% Signature

Seller costs usually include commission, escrow and title fees, County and City transfer tax (plus Measure ULA when the value conveyed exceeds $5,400,000), the RPR fee, any prep work, and any credits negotiated with the buyer. The amount or rate of real estate commissions is not fixed by law. They are set by each broker individually and may be negotiable between the seller and broker. Each plan is listing-side pay, set in your written listing agreement.

## Which City designations can apply to a Glassell Park parcel?

Several can, and they vary by parcel, so read your own ZIMAS report rather than a neighbor's. City GeoHub map layers queried on October 28, 2026 show the following inside the Glassell Park Neighborhood Council boundary.

| Designation | What the City's maps show | Why buyers ask |
| --- | --- | --- |
| Mount Washington/Glassell Park Specific Plan | Covers part of the neighborhood | Limits on house size, height, grading and trees |
| Cypress Park & Glassell Park Community Design Overlay (CDO) | Appears as "CDO" in many zoning strings | Design standards for new buildings and exterior remodeling |
| Hillside Construction Regulation (HCR) District | Appears as "HCR" in many hillside zoning strings | Grading, hauling and construction-hour limits |
| Hillside Area | Covers parts of the neighborhood | Hillside building rules and grading review |
| Very High Fire Hazard Severity Zone | Covers parts of the neighborhood | Year-round brush clearance and insurance questions |
| River Improvement Overlay (RIO) | Appears as "RIO" on some parcels near the Los Angeles River | Added development standards for some projects near the river |

A sample of the map is not a determination for any one property; [ZIMAS](https://zimas.lacity.org/) is where each parcel's designations are listed.

## How does the Specific Plan shape what buyers can build?

It sets planning limits that a buyer will study before making an offer. The Specific Plan (Ordinance No. 168,707, effective May 10, 1993) opens by describing "the Mount Washington and Glassell Park community" as "characterized by distinctive hills and canyons; mature and native vegetation and wildlife habitats; natural open space and panoramic vistas." Its one-family standards are planning references, not a property-specific determination:

- Floor area ratio steps down from 0.5:1 on lots under 5,000 square feet to 0.27:1 on lots of 20,000 square feet or more.
- Height is capped at 45 feet, with lower limits close to the front lot line.
- Grading above 1,000 cubic yards gets review for landform grading; smaller grading may still need permits.
- Significant and native trees have protections, which matter for buyers planning a yard or an addition.

If your parcel sits inside the plan, a buyer with expansion in mind will read these closely. If it sits outside, say so in the listing too, because buyers will ask.

## What do buyers ask about hillside streets and parking?

They ask how they will arrive. The Specific Plan notes that "many public hillside streets have narrow widths or do not meet present City design or dedication standards," which shapes parking, deliveries and moving day. Describe the approach honestly in the listing: where guests park, how many steps lead to the door, and whether a car can turn around.

Fire season adds a second layer. On declared Red Flag days, parking is prohibited on posted fire-zone streets and vehicles can be towed. The City's restricted-parking map includes Glassell Park streets such as Verdugo Vista Terrace, Loveland Drive and Scandia Way, so check [lafd.org/redflag](https://lafd.org/redflag) the day before an open house.

## How should a Glassell Park home be priced?

From the lot and the house together. A canyon-view lot with usable flat yard, a short stair run and off-street parking is a different property from a similar house on a steep, narrow street, even when the square footage matches. I compare recent nearby sales, then adjust for view, slope, access, condition and any rule a buyer would face to expand. My home review is a broker opinion of price, not an appraisal.

## When should you list a Glassell Park house?

When the file and the yard are ready. Two local calendars matter:

- **Brush clearance.** Fire-hazard designations vary by parcel, so check yours on [ZIMAS](https://zimas.lacity.org/). In the Very High Fire Hazard Severity Zone, LAFD requires owners to keep brush cleared year-round within 200 feet of structures. Clearance done ahead of listing photos keeps it from becoming a last-minute repair request.
- **Contractor hours.** In HCR districts, LADBS lists construction hours of 8:00 a.m. to 6:00 p.m. on weekdays, with only interior work on Saturdays. The City added the Northeast Los Angeles Community Plan Area to the HCR designation by Ordinance No. 187,900, effective July 24, 2023, so allow for it when you schedule prep.

Season matters less than readiness. No timing choice assures a particular price or speed of sale.

## Is a Glassell Park home in a historic district?

Historic Preservation Overlay Zone status varies by location. The City's map layer did not show an HPOZ within the Neighborhood Council boundary in the review described here, but check the individual parcel in ZIMAS before drawing a conclusion. Other historic designations and design overlays may still apply. Historic-Cultural Monuments are listed one by one; the City's layer includes Van de Kamp's Holland Dutch Bakery (HCM #569) at 3016–3020 San Fernando Road and 2900–30 Fletcher Drive. Design rules can still apply through the Cypress Park & Glassell Park CDO (Ordinance No. 180,561, effective April 6, 2009), whose guidelines and standards cover new buildings and exterior remodeling. A separate overlay, the Fletcher Square CDO, also reaches into the Neighborhood Council area.

## What does it cost to sell a house in Glassell Park?

Transfer taxes, the City report, escrow, title and commission are the main items. As of October 28, 2026, a City of Los Angeles sale carries County transfer tax of $1.10 per $1,000 and City transfer tax of $2.25 per $500. For qualifying transactions closing after June 30, 2026, Los Angeles Measure ULA imposes an additional 4% tax when the value conveyed exceeds $5,400,000 but is below $10,900,000, or 5.5% when the value conveyed is $10,900,000 or more. The applicable ULA rate is calculated on the full gross value conveyed, not just the amount above the threshold. The City's 0.45% base transfer tax and the County documentary transfer tax are separate charges. Confirm the calculation and any applicable exemptions with your escrow officer. LADBS requires City home sellers, with some exceptions, to give the buyer a Residential Property Report ($70.85 per report as of October 28, 2026); a report issued in the last six months can be reused, so check with LADBS before ordering.

| Item | Who sets it | Note |
| --- | --- | --- |
| County and City transfer tax, Measure ULA | County and City of LA | Rates above, as of October 28, 2026; escrow calculates |
| Residential Property Report | LADBS | $70.85 per report as of October 28, 2026 |
| Escrow and title | Escrow and title companies | Quotes vary by company and price |
| Commission | Negotiated with your broker | See the line below |
| Brush clearance, prep, repairs | Your choice of vendor | Depends on the lot and the house |

Glassell Park's Neighborhood Council boundary meets the City of Glendale line, and City of Los Angeles selling rules apply only to addresses inside LA City limits, so confirm the parcel on [ZIMAS](https://zimas.lacity.org/) before relying on them.

**What's official and what's mine.** The rules, fees and tax rates above come from the City and County sources listed below. The home review, pricing advice and marketing plan are my own services as a licensed agent, not official figures or standard market rates.

## Glassell Park selling questions

**How do I sell my house in Glassell Park?**

Check your parcel on ZIMAS, gather permits and the City report, clear brush if your lot needs it, price the lot and house together, and plan showings around Red Flag parking rules.

**Is Glassell Park part of the City of Los Angeles?**

Yes. Glassell Park is a City of Los Angeles neighborhood with its own certified Neighborhood Council, and its boundary meets the City of Glendale line, so confirm your address on ZIMAS.

**Is my Glassell Park home in the Specific Plan area?**

It may be. The Mount Washington/Glassell Park Specific Plan covers part of the neighborhood, and ZIMAS lists whether your parcel is inside it.

**What is the Cypress Park and Glassell Park CDO?**

A City design overlay, adopted by Ordinance No. 180,561 in 2009, with guidelines and standards for new buildings and exterior remodeling on parcels inside it.

**Is my Glassell Park house in a fire zone?**

Parts of the neighborhood are in the Very High Fire Hazard Severity Zone and parts are not. ZIMAS shows the result for your parcel.

**Do I need to fix up my Glassell Park house before selling?**

Not necessarily. Brush clearance, safety items and a clean, easy walk-through usually matter most; larger projects are a choice, and buyers can price in the rest.

**How much is transfer tax when selling a house in Glassell Park?**

As of October 28, 2026, County tax is $1.10 per $1,000 and City tax is $2.25 per $500.

**Is your Glassell Park home review an appraisal?**

No. It is my broker opinion of price, built from recent nearby sales and your lot. A formal appraisal comes from a licensed appraiser.
